The motorway north of Wellington is still being built, and is set to open next September.
It's well behind schedule - supposed to have opened in April - and well over budget at a cost of 1.25 billion dollars.
The road's being built through a public-private partnership.
NZTA Waka Kotahi's confirmed it's spent 1.757 million dollars on lawyers and legal fees since the PPP contract was signed in 2014.
Green Party transport spokesperson Julie Anne Genter says Transmission Gully shows why PPP's shouldn't be used for delivering large transport infrastructure projects.
