More than half of employees surveyed by the Council of Trade Unions feel overworked, undervalued and underpaid.
CTU secretary Melissa Ansell-Bridges says the employment relations sector needs a complete overhaul.
She says the introduction of fair pay agreements, for example -- would make a meaningful change to the working lives of many Kiwis.
