For the second time in three weeks, chief executive Andrew Abdo has suggested the league could support an extra two teams and move to an 18-team competition.
Abdo's earmarking a second Brisbane club by 2023, and the building of a business case for another New Zealand-based side after that.
As an example, the extra Brisbane team's estimated to be worth around 50 million dollars per season to the sport.
