Tied at 12-all with three seconds left on the clock, Sea Eagles captain Daly Cherry-Evans has kicked a field goal to steal a 13-12 win.
The Warriors led 12-6 with 20 minutes to play.
Coach Nathan Brown says they did themselves no favours with the ball.
The Panthers have extended their lead at the top of the ladder with a 30-10 win over Canberra.
