A woman attending a 'Fight Night' in Ruakaka, near Whangarei, was pulled over at the nearby checkpoint.
Police took photos of her driver licence and her partner, with her in the background.
The Independent Police Conduct Authority has found Police didn't have authority to photograph her, her partner, or her licence, - and breached the Privacy Act.
The woman claims she was racially targeted, but the authority found no evidence of this.
Police have accepted the finding and have destroyed the photos.
