The man claimed he was being silenced for criticising police not acting on his warning about the gunman.
The Independent Police Conduct Authority says the arrest and detention were lawful based on information police had at the time.
The man pleaded guilty to possession of firearms without a licence and was discharged without conviction.
Assistant Commissioner Richard Chambers says police take firearms offences extremely seriously.
He says decision-making around the man's arrest and prosecution was appropriate, and his public comments had no influence on officers' actions.
