New-York based AMA Laboratories defrauded customers of more than 63-million dollars.
Consumer New Zealand says its tests proved the sunscreens weren't up to standard - for years.
But Chief Executive Jon Duffy says manufacturers still relied on the US lab to back their SPF claims.
He says there's no requirement for manufacturers to meet minimum standards for sunscreen production in New Zealand, unlike in Australia.
