The queen stage was cut by 60 kilometres and had two mountain passes removed due to wet and snowy conditions.
Kiwi George Bennett has moved to 14th overall after finishing 14th on the stage.
He describes changing his goals after his general classification hopes froze in the opening week during a bleak spring.
Bennett says the weather forecast looks more encouraging for the final stages of the race after tonight's rest day, and he's backing himself to chase stage wins.
Egan Bernal holds an overall lead of two minutes and 24 seconds.
