The home side were dominant in the first half with striker Tomer Hemed scoring in the 24th minute.
Glory centre forward Bruno Fornaroli equalised at the start of the second half, and midfielder Callum Timmins added another in the 74th minute.
Phoenix striker Jaushua Sotirio found the back of the net in the 80th minute, but skipper Ulises Davila missed a late penalty to get them in front.
Coach Ufuk Talay says it's disappointing, because they wanted to secure the win.
