The Cook Islands Prime Minister's stressing his government will invest in success, not failure

It follows prominent businessman Mike Pero scrapping his planned Pasifika Air project, citing "too many obstacles".
He told the Cook Islands News, last week, the Cook Islands government lacked enthusiasm.
But Prime Minister Mark Brown says the government doesn't invest in any initiatives without proper analysis and "well-developed financials.
He says they'll invest in smart business they've analysed to have success.
Brown adds Pero was asking for subsidies which the Cook Islands doesn't offer.
If it did, it would have to offer them to all airlines.
