That's the Education Review Office's view of how children at Oranga Tamariki residences are being educated.
It says teachers are committed, and students enjoy their classes, but commitment isn't enough.
ERO chief executive, Nicholas Pole, says achieving good education outcomes for students in care will require significant change.
He says teachers in residence need more support, there should be more opportunities to share good practice, and there needs to be a clear picture of what good education in residences looks like.
Pole says students also need good support when they move out, so their learning doesn't go backwards.
