One woman is an Auckland DHB staffer, says it was terrible when she and 50 other cars were told to drive to a different area to queue.
She says many people had been jumping the queue.
Herald reporter Adam Pearse is there and says there's nobody directing traffic which is joining from multiple intersections.
He says he's been told of a few instances of people getting out of their vehicle and arguing with others who've jumped the queue.
