Leader Judith Collins says it comes following Nick Smith's retirement and the decision of Todd Muller not to seek re-election.
The shuffle includes Michael Woodhouse replacing Chris Bishop as Shadow Leader of the House, so Bishop can focus solely on the Covid-19 spokesperson role.
David Bennett's taking on the Transport portfolio and Barbara Kuriger, agriculture.
Louise Upston will be spokesperson for Regional Economic Development, and Christopher Luxon's taking on a couple of extra portfolios too.
