The figure has allayed fears of a postponement or relocation for the match, set to be the historic first decider played at Suncorp Stadium.
However, Queensland health minister Yvette D'Ath stopped short of handing out a green light for the match, but gave a strong indication the South Sydney-Penrith blockbuster will go ahead.
