The Dolphins will be the fourth team out of Queensland, joining the Broncos, Titans and Cowboys from 2023.
Abdo says the Dolphins bid for inclusion was the strongest based on their compelling case to be competitive from the outset.
Abdo wouldn't expand on who the Dolphins proposed coach would be, but there are rumours swirling seven-time premiership winner Wayne Bennett will be at the helm.
