    Big changes could be on the horizon for Fonterra

    More than 85 percent of the co-operative's farmer shareholders have voted to revamp its capital structure.

    It would make joining it cheaper - and preserves farmer ownership by reducing the shares they must hold.

    As milk production falls there are concerns more farmers will sell surplus shares to non-farmers.

    Board chair Peter McBride says this is the most important decision made in almost a decade.

    The Government must make legislative changes to officially allow the move.
