Police officers who arrested a man cycling without a helmet in Rotorua in 2019 have been given a talking to

The man became abusive and was put into a headlock.
The Independent Police Conduct Authority says the arrest was unlawful.
Chair Colin Doherty says the man's behaviour was a direct result of police stopping him, and officers didn't have grounds to suspect disorderly behaviour.
He says the headlock was excessive and injured the man, and unnecessary pressure was applied to the handcuffs
Police acknowledge the findings and say the staff involved were spoken to after the arrest.
