A Health and Disability Commissioner's investigation found in 2020 the nurse visited the woman in her twenties at a motel - and bought her gifts.
He is described as much older than the woman -- who has a complex mental health history.
The nurse claims he was blackmailed by the woman into meeting her - with threats she'd allege sexual assault.
Deputy commissioner Vanessa Caldwell says the nurse's behaviour was self-interested, without regard for the patient's vulnerabilities.
