New Zealand says Canada isn't fulfilling its CPTPP dairy obligations

The Government's calling on Canada to change dairy tariff rate quotas -- which limit New Zealand exporters' access to the nation's market.
It's the first dispute lodged under the Comprehensive and Progressive Agreement for Trans-Pacific Partnership.
Dairy Companies Association Chairman Malcolm Bailey says Canada is doing this to keep the price of dairy products high.
He says to maintain that system it needs to restrict imports in a way other countries wouldn't.
