Attorney-General David Parker says the Crown's treading carefully around calls for an apology to Grounded Kiwis

The Opposition's telling the Government to say sorry after the High Court ruled aspects of the MIQ lottery system meant would-be returning Kiwis rights were infringed.
The Prime Minister has confirmed the ruling won't be appealed ... but stopped short of an apology.
Parker says aspects of the ruling have been misconstrued as meaning MIQ was illegal.
He says that is incorrect ... there were aspects of MIQ's implementation that were imperfect, and the Government accepts that.
