    The Police watchdog has found two officers were justified shooting a man who held civilians at gunpoint and hijacked their cars in Auckland's Penrose


    The man was avoiding arrest - and surrendered after a rebounding shot fragment hit him.

    A first shot missed him.

    The incident unfolded in July 2021, when Police were called to reports a man had stolen a BMW from a dealership.

    The Independent Police Conduct Authority has found initially using spikes was justified, but their location exposed others to danger and breached policy.

    Police says they've learned from the event - which was complex and rapidly evolving.
