    Questions over who's to blame for the failures in the handling of complaints against Jevon McSkimming


    The former Deputy Police Commissioner is awaiting sentence after pleading guilty to having child sexual exploitation and bestiality material, on his work devices.

    A watchdog report finds some of the nation's highest ranking officers ignored a young woman's anonymous complaints against McSkimming, and instead, prosecuted her for harassment.

    The report names about five people in senior leadership roles who are at fault.

    Commissioner Richard Chambers says we can look at the appointment system and process - but ultimately there is one person to blame.

    He says there was no personal responsibility from McSkimming, to front up about shameful parts of his life.
