A Bill to let councils impose congestion charges has passed its third and final reading

It will allow the Government to work with councils to charge road users on certain roads at peak times.

Transport Minister Chris Bishop says councils won't get free rein, and central government will closely oversee roll out.

He ensures the introduction of charges isn't about making money, it's about improving traffic flow and efficiency, which councils will have to prove.
