New Zealand Rugby League chief executive Greg Peters has confirmed to Newstalk ZB that Bennett has formally applied for the role, but won't comment further.
The 74-year-old indicated interest in replacing Michael Maguire last year after helping set up the Dolphins in their first season.
He worked as an advisor to Stephen Kearney with the team when they won the World Cup in 2008.
Bennett's won seven NRL premiership titles from 10 grand final appearances.
