    The Independent Police Conduct Authority's found two officers used unjustified force moving youths off a South Auckland road in 2022


    It finds Officer A used excessive force while hauling one youth up and throwing him several metres.

    It also finds Officer B dragged another youth by his hood several metres - even though he wasn't at risk of danger.

    Police accept Officer B's actions were unjustified and have taken action.

    IPCA chair Judge Kenneth Johnston believes steps should have been taken against Officer A for his actions as well.

    He says the youths involved were very young - one of them was only twelve years old.
