    Why Japan's smoking laws are stuck 'in the last century'

    People lighting up a cigarette in a dimly-lit restaurant is a scene almost unimaginable in Australia these days, but it's one that plays out in many restaurants in Japan because there are no national laws to prevent smoking indoors.
