Brenton Tarrant killed 51 people at two Christchurch mosques on March 2019.
He had planned to challenge his designation as an extreme-risk prisoner.
His lawyer attempted to bar media from the hearing, arguing public airing of the personal subject matter would cause intense embarrassment or distress.
The judge declined the exclusion.
After a brief adjournment, Tarrant's lawyer told the court he had received firm instructions to abandon the application.
