The Commerce Commission alleges poor maintenance led to an increased level of power cuts.
Aurora - which is owned by the Dunedin City Council - supplies nearly 90-thousand properties in Dunedin, Central Otago and Queenstown Lakes.
The Commerce Commission is asking the High Court to fine Aurora under the Commerce Act, for breaches in 2016 and 2017.
Aurora Energy says it has significantly increased investment in the network in the past 12 months.
