Today marks four years since a 7.8 magnitude earthquake rocked the region, devastating homes, the coastline, and State Highway One.
The Kaikoura District Council's Dave Clibbery says most of that money has been spent fixing roads, bridges, the sewage system and water pipes.
About one million dollars worth of work on the sewage pump station and water mains remains, but he says it'll be finished in the coming months.
He says Kaikoura's infrastructure will now be much more resilient if another earthquake hit.
