At Timothy Taylor's ninth Parole Board hearing today it ruled he can be released to a community home in April
He was jailed for life in 2000 over the murder of 20-year-old Lisa Blakie
The Timaru woman was killed as she hitchhiked from Christchurch to Greymouth.
Herald journalist Anna Leask says Taylor has always denied killing Blakie.
Today was Taylor's ninth appearance before the parole board, who ruled he could be released to a community home in April.
