The Timaru District Council made the call around midnight - due to damaged stop banks sparking a risk of flooding for Pleasant Point residents.
People between Butlers Road and Kerrytown Road have been evacuated.
Pleasant Point-Temuka Ward Councillor Paddy O'Reilly says the river hasn't broken through the stop bank - yet.
MetService has issued heavy rain and strong wind watches for Canterbury north of Ashburton, Marlborough and the bottom of the North Island.
