Noise testing found a new silo at Farrah's factory breached the Resource Management Act for two years from 2020.
An independent review has found Upper Hutt City Council should apologise for its poor handling of the noise issues.
Wayne Guppy says the council accepts its responsibility -- and will be reviewing its processes.
