    The cost of a new shared path and seawall in the Lower Hutt suburb of Eastbourne has skyrocketed from 30-million to 79-million-dollars


    Material and supply cost increases and workforce shortages are behind the budget blowout.

    Working in a coastal marine environment has also proved challenging.

    Hutt City Council is proposing to increase its share of the cost to 25.5-million-dollars.

    Waka Kotahi says it's reviewing a request for more funding.

    In the meantime, there's enough money already in the pot for construction on the first two bays.
