Massive waves have dealt a blow to a Lower Hutt transport project

The 4.4 kilometre Eastern Bays shared path is being built to provide safe walking and cycling access between Point Howard and Eastbourne.
Today large swells slammed into the project's construction site -- destroying some scaffolding.
But, Hutt City Council Head of Transport, Jon Kingbusy says it's not too costly.
He says it's not going to be any cost of significance -- and will be managed within the project.
Wellington and south Wairarapa are under a heavy swell warning till nine tonight.
