    Wellington City Council has passed its decade-long spending blueprint - nine votes to seven

    The council is moving ahead with its plans to put more than a billion dollars forward for water investment, and to sell its 34 percent shareholding in Wellington Airport.

    The asset sale debate was heated - with representatives raising their voices.

    Councillor Sarah Free suggested the city was riding on investments made decades ago..

    She says if we have to pay a bit more in rates for a better society - than that's the reality.
