A zero rates increase is off the table for Christchurch residents

Instead, three options will go out for public consultation late next month.
The council's preferred option is a 3.5 percent increase.
The other options are a 5.5 percent increase or a 4.6 percent increase.
Six of the council's 16 councillor say it's disappointing the Annual Plan didn't dig deeper into other options.
