Consumer confidence is up - although still historically low

The latest Westpac survey has found confidence rose nine points 90.8.
Any figure under 100 means more people feel pessimistic, than optimistic.
Westpac Senior Economist, Satish Ranchhod says lowering inflation and the OCR cut as probably helping lift confidence.
He says despite that, people don't feel they're out of the woods yet.
Ranchhod says households are still facing increases in insurance, council rates and utilities.
