The Prime Minister says the national apology to abuse in care survivors has been tough and emotional

Christopher Luxon's confirmed a new compensation scheme will be in place by the middle of next year.
He's also committing a further 32-million dollars to the existing settlement process.
Luxon says he's been spending time with survivors, hearing their harrowing stories.
He says giving the apology has been a huge weight of responsibility, as he's been speaking on behalf of his government, and all that have come before.
