Probes into the Teaching Council have outlined deep concerns, and found a serious need for change

Recent external reviews by the Public Service Commission and Education Ministry found there hasn't been enough focus on protecting children.
They identified issues with leadership, culture, and priorities - and red flags over management of financial conflicts of interest.
One review was commissioned after revelations now-convicted child sex offender Timothy Fisher gained registration despite indecency convictions.
Education Minister Erica Stanford says these are some of the most serious findings she's seen.
