    Jacinda Ardern says she's underlined her expectations of all Ministers - on a whirlwind day for the Government's health response to COVID-19


    Beleaguered Health Minister David Clark's been stripped of his role as Associate Finance Minister - and dumped to the bottom of the Cabinet pecking order.

    It comes after he admitted he'd flouted rules - by driving 20 kilometres to the beach in the first week of lockdown.

    Jacinda Ardern says under normal circumstances he would have been sacked.

    She says her expectations are very clear.

    Clark admits he's been an idiot and let the team down.

    Meanwhile - New Zealand's recorded its lowest number of new daily COVID-19 cases since before the lockdown.

    There are 54 new confirmed or probable cases today - bringing the total to 1160 .

    There have been no more deaths and 241 people have recovered.

    12 people remain in hospital - four in intensive care, with one in a critical condition.

    We have 2 per cent community transmission.

    Top health boss Ashley Bloomfield told MPs on the Epidemic Response Committee officials are considering quarantining all overseas arrivals.

    Bloomfield says we need to be confident that we aren't letting new cases into the country - and he's providing advice to Cabinet about what should be happening at the borders.

    Jacinda Ardern this afternoon indicated the Government will ramp up border restrictions - with more announcements expected shortly.
