Despite the estimated 230 kilometre an hour impact in the 2015 crash, Aria Bradley was discharged from hospital 15 hours after being admitted.
In 2020, Aria was professionally assessed and ACC accepted she suffered a traumatic head injury in the crash.
A recent assessment shows she has a developmental age of three years and eight months.
Her parents laid a complaint with the Health and Disability Commissioner, about the failure to pick up the traumatic brain injury.
Te Whatu Ora confirms the complaints been received, and says it takes the family's concerns seriously.
