The nurses union says without more people and resourcing to meet health targets, they'll fail

The Health Minister's laid out his plans for delivering the targets set in March.

Dr Shane Reti's confident the Budget and resources are already in place to deliver them.

Nurses Organisation President Kerri Nuku says the targets measure process - not outcomes, and are centered around access and flow through the system.

She says if we fail to look at the reasons for the blockages and delays in the system -- which is workforce and resourcing -- then they won't meet targets.
