The family of a 10-year-old boy subjected to a sexual assault in the public toilets of a Lower Hutt playground, says the teen attacker's mental and intellectual conditions created a "foreseeable risk"

A relative says the defendant should have been better assessed, managed and supervised in his day-to-day activities.
But Oranga Tamariki says it was limited in its powers to physically detain the youth the day he fled his community home and assaulted the victim, as he wasn't under any detention order at the time.
He's since been found unfit to stand trial and may be held indefinitely in a secure facility.
