Leaked emails reveal doubts among our top cops about whether they could legally enforce the lockdown

The country was two weeks into alert level four before the Health Act was used, to issue regulations.
But emails show a Crown Law opinion warned police they had little or no power to enforce the lockdown.
Newstalk ZB Political Editor Barry Soper says nobody's been able to see that opinion because the Government, including Attorney-General David Parker, has refused to release it.
The emails show doubts about officers' ability to stop people, just to check they were complying with the lockdown.
