    The Education Minister's already looking for ways to refine proposed system changes


    They'll scrap NCEA, to make English and maths compulsory in year 11, with a standard benchmark test.

    Years 12 and 13 will be replaced with certificates the Minister suggests will be internationally comparable.

    Erica Stanford says from now, schools will need to work closely with polytechs to provide more expertise.
