He's described the match review committee as similar to that of a murder trial - with lawyers required to dispute what common sense already tells those who know the game.
Gould's rant comes after Cronulla halfback Nicho Hynes was charged for a dangerous tackle on Canterbury wing Marcelo Montoya at the weekend.
A one match ban was eventually reduced to a fine.
The Bulldogs general manager says this marks the latest example of a broken system.
