The Commerce Commission's final report into the fuel market says consumers are paying more than they should.
Chair Anna Rawlings  says prolific programmes are distracting people from the price at the pump - with the focus on the level of discount, rather than how much they pay.
She says premium petrol margins have increased faster than regular petrol margins - which can't just be put down to cost difference between the fuel grades.
