    A fatal boat capsize off Kaikoura could've been worse - without no cellphone cover


    Five people died in Goose Bay, trapped under a charter boat after it hit a whale in 2022.

    A Transport Accident Investigation Commission report's found the vessel's emergency radio beacon was out of reach.

    Chief Commissioner David Clarke says no one had personal locator beacons, because they weren't required.

    He says they're recommending crews and passengers have them moving forward, as an extra way to signal distress.
