    South Waikato's council is aiming to promote growth in the area despite paper production ending at Tokoroa's Kinleith Mill


    The mill will stop producing paper in June, with 230 jobs also ending.

    The council's plan to create economic opportunities is called Project Phoenix.

    It includes the creation of a food ingredients processing facility and multiple housing developments.

    Mayor Gary Petley says a new industrial development with 13 sites is also being created.

    He says the development is to encourage business to come, and to show the area is willing to work with everyone.
