    The Housing minister claims tougher rules for unruly Kainga Ora tenants are working


    The Government last year directed Kainga Ora to take a more punitive approach to violent or disruptive state housing tenants, issuing a three strikes system before kicking them out.

    Since, 23 tenancies have been terminated.

    Housing Minister Chris Bishop says the last Government didn't enforce the rules, and people were allowed to behave as badly as they wanted without consequence.

    But he says since the change tenants are improving their behaviour.
